With the aim of improving security measures to register users on mobile telephone lines and avoid scams, thefts and other crimes, which in recent times have been carried out thanks to smartphones, the ENACOM (National Communications Entity) implemented the new identity validation system through biometric data in Argentina. This has already entered into force and the different companies that offer the service have 60 days to adapt all its procedures to the guidelines of the system.
The official name is Regulation for the Nominativity and Identity Validation of Users of Mobile Communications Serviceswhich was published in the Resolution 263/2023 of the ENACOM. This adds new protection conditions whose main objective is to reinforce the nomination and identity validation mechanism that currently exists to register new telephone lines.
Within the regulation is the obligation to revalidate the identity of the person when seeking to perform certain operations with the biometric data validation mechanism. In other words, the personal data that is related to the physical characteristics of the human being, which we usually use on smartphones, for example, to unlock them with our face or to validate our identity when we activate home banking for the first time.
Currently, all mobile phone companies have a User Registration where the data of the person who owns the line (name, surname and ID) are stored. With the new standard, companies must adapt this system and manage the registration of their customers, as well as the tools and certain mechanisms, to also incorporate the biometric data of each of their users.
You are probably wondering how the system is going to work, and rest assured that we are going to explain it to you. As detailed by the entity, this nomination system is mandatory for all registrations of new lines. For this, each user must follow the steps and procedures provided by the company to put the number they are being given in their name as well as validate their identity.
There are two instances with different levels of validation. On the one hand, there is the registration or registration of a new user, who takes all the data from the first moment, including biometric data. And on the other hand, the instance of commercial or technical changes, such as the change of ownership or the change of the card SIM. In the latter case, the validation of biometric data or multiple steps or factors will be implemented.
When registering a new line, we will be asked to validate the name, surname, document number, gender, date of birth, ID number and issue date. Then we enter into the obligation to validate the identity when we request any modification in the information changes. This is done with the aim of reducing the incidence of so-called subscriber fraud or identity theft.
