The “dev mode” or Xbox developer mode allows users to switch between the interface dedicated to application development and the “retail” interface, which is what gamers usually see. Until the beginning of 2022, this mode was the only one that allowed the execution of emulators and romsbut Microsoft deactivated the accounts that were inactive without publishing anything and this opened the possibility of installing them to all users.
However, Nintendo’s eternal battle to preserve its classic properties today has one more chapter. And it is that as it is running through the networks in the last hours, the Japanese company has forced Microsoft to withdraw any emulator or emulation suite (such as Retroarch) from the public Xbox Store catalog. Thus, the players who had them installed have seen how they have stopped working.
Xbox emulators return to Xbox Store “dev mode”
Although Microsoft has been forced to withdraw the Xbox emulators and from the public catalog of its digital store at the express request of Nintendo, these can remain and be used within the developer mode, as expressed by the company in a complete response to a user who asked about this fact:
Hello. Thank you for contacting us about the recent emulator ban on xbox store. We appreciate your interest and concerns. To answer your questions, the main reason for the ban is related to legal problems with Nintendo. While emulation itself is not illegal, it can be used to play games on consoles that are still copyrighted without permission, which can create problems with Nintendo and its affiliates. Also, we take security very seriously and some emulators require permissions beyond what is usual for an app. This could create a potential security risk, as these permissions can be exploited to gain access to sensitive information. For these reasons, we have made the decision to ban emulators from the Xbox store. However, we understand that many users have enabled the development mode to run legal emulation. We are not seeking to remove this capability, as it does not grant access to retail system components and is considered secure. Unlike retail emulators, development mode is limited to certain functionality and does not have system read and write functionality. That being said, still we are exploring ways to enable safe and legal emulation on Xbox. We are in discussions with legitimate emulator developers to bring their software to our platform while making sure all copyright laws and security protocols are followed. We appreciate your understanding and patience while we resolve this issue. Our goal is to provide a safe and enjoyable gaming experience for everyone, and we are committed to finding a solution that meets these goals. If you have any further questions or concerns, please do not hesitate to contact us. Sincerely,

With this response, Microsoft not only responds to Nintendo’s requests, but also recognizes that it is not certain that any user can use these applications. For now, the possibility of running classic console emulators on the Microsoft family of consoles is once again limited to accounts with developer mode enabled.
